The ID&R process takes place at all levels of the MEP: federal, state, and local.
The Office of Migrant Education in the U.S. Department of Education administers the MEP nationally or Federal.
At the state level, most States have an MEP Director who is responsible for overseeing all aspects of the administration of the program, including the State’s ID&R system.
At the LOA level, the emphasis is on finding and serving individual migratory children while administering all aspects of the program.
