If a move is of a short duration, the recruiter should question whether the family moved from ones residence to another due to economic necessity. ED considers economic necessity to mean the worker moved because he or she could not afford to stay in the current location or went to a new location to earn a living.
The recruiter should find out whether the family or youth changed residence or just went to another location for a vacation or to visit family or friends.
In cases where change of residence and economic necessity may be questioned, the recruiter should clearly document why the move did or did not qualify.
